

The Strathearn Heights Apartments site was rezoned in 1984, with City Council giving approval for 943 units on an 8.5 hectare (21.1 acre) site. Council approved a range of housing options from row houses to 10-storey high rise apartments.
In addition to this plan, the developer has recently acquired three houses on consecutive lots and the Strathearn Centre, all abutting the apartment site. The addition of these properties has increased the Strathearn Heights Apartment land size to approximately 23 acres, about two acres larger than the current site. The additional property is not factored into the plans approved in 1984.
The 1984 plan, however, is dated and doesn't address recent trends and best practices in residential redevelopment. Nor does it reflect the owner's preferred vision of a mixed-use (mainly residential) development that creates an urban village and integrates with the surrounding community and river valley park system.
The owner, therefore, plans to apply for a change to the current 1984 zoning through a DC-2 rezoning application process.
